According to the 2020 ACS 5-year estimates, Carroll County has an average percentage, 65.8%, of owner-occupied housing as compared with the Commonwealth and national averages at 67.6% and 64.4% respectively5. Another 34.2% of homes in Carroll County are occupied by renters from both commercial and private owners which mirrors the state rate5.

Vacant housing has a direct impact on the physical surroundings in a neighborhood. Research has shown that vacant lots/housing that has been remediated had positive effects on health including lowering heart rate and reducing violence.
