Leadership and Supervision

Arielle Rosenbaum, LSW, HANDS Manager

Arielle earned her Bachelor’s degree in Social Work at Northern Kentucky University in 2020. She spent two years working for Child Protective Services here in Kentucky as an investigator before joining the TRDHD team. In July 2022, Arielle sought a career in HANDS after she fell in love with the program as a participant. The enriching activities and positive work were just what she had been looking for in a job.

Arielle enjoys going to the gym and camping with her husband and daughter. She is excited to visit and help support you and your family as you learn and watch your child grow and develop.

April DeFalco, LSW, HANDS Supervisor

April earned her Master of Social Work degree from Northern Kentucky University in 2019. She was raised in Pendleton County and held various positions there until finding her home with the HANDS program. April joined the HANDS team at Three Rivers in October 2021.

She enjoys learning about each family, identifying how she can assist, and watching families grow and bond. She especially enjoys seeing what children learn in HANDS and watching them utilize their empathetic skills with other people.

Carroll County

Cynthia Hickey, HANDS Specialist

Cynthia started working for Three Rivers in the HANDS program in September 2016. She had some experience with HANDS when she began and has since then learned many new ways to help families and connect them with available resources in the communities we serve. Cynthia is fluent in English and Spanish and serves most of our Spanish-speaking families as well as helping in the health department as needed.

What Cynthia enjoys most about HANDS is the family diversity and how each can benefit from the program. She loves helping families understand their baby’s development and watching them fall in love with being a parent.

Tonya Spaeth, HANDS Specialist

Tonya has worked in public health for over twenty years serving in our health centers and performing administrative duties. In 2019, she joined the HANDS team where she found her love.

She reports: “I am amazed daily by the positive impact HANDS has on families. I watch first-time parents bond with their babies in ways that some never experienced themselves. It’s exciting watching existing parents use this program for new additions to their families and also employ the skills they learn with their older children. I am honored to help parents feel confident in growing smart, loving, beautiful children.”

Gallatin County

Laura Miles, RN, HANDS Specialist
Laura earned her Bachelor of Science Degree in Nursing from NKU. She has a background in public health nursing and HANDS. She is excited to work with families in Gallatin County and help parents recognize their strengths! Laura also loves that she can connect families with needed resources in our area. Laura believes seeing children and parents grow together is one of the best perks of the job!

Layney Pittman, HANDS Specialist
“My name is Layney, and I am so excited to be serving families of Gallatin County! I graduated from Eastern Kentucky University with a bachelor’s in communications and a drive to make my mark in the world. I started in HANDS because of my passion for helping others, and it has become my greatest blessing to empower parents in their confidence and connect with their little ones. Whatever it may be that you seek from the program – personalized activities, family strengthening, strength-based skill development, or everything in between – I am here to help in your journey. Every parent can use an extra set of HANDS!”

Owen County

Kayla Miles, HANDS Specialist

My name is Kayla Miles and I am so happy to be your HANDS visitor! I was raised in Owen County and graduated from Campbellsville University in 2018 with a Bachelor’s Degree of Social Work. Working for HANDS in my hometown is special to me because I get to partner with parents who are raising the next generation of community members. You are the most important person in your baby’s life, and I am eager to support YOU in your parenting journey! I want you to feel confident and empowered in the decisions you make for your family. HANDS is a lot of fun and a great resource, you have made an AWESOME decision to enroll! I will leave you with this quote by Joyce Maynard-

“It’s not only children who grow. Parents do too. As much as we watch to see what our children do with their lives, they are watching us to see what we do with ours. I can’t tell my children to reach for the sun. All I can do is reach for it, myself.”

Amber Tanner, RN, HANDS Specialist

My name is Amber Tanner, and I am very excited to work with you as your HANDS support worker!
I graduated from the University of Kentucky with a Bachelor of Science in Nursing. I have three amazing
children of my own (Easton, Emma, and Everly) who keep me busy when I am at home. I have previous
nursing experience working with people of all ages and backgrounds. I have worked as an RN in the
Neonatal Intensive Care Unit (working with newborns), as a clinic nurse with Three Rivers District Health
Department, and as an RN at Addiction Recovery Care. I absolutely love working with families and hope to
use my experience to serve you and your loved ones to the best of my ability.
I am so excited you have decided to be involved in the HANDS program, and I look forward to supporting
you in your parenting journey!

Pendleton County

Angela Scott, RN, HANDS Specialist

Hello, my name is Angela Scott, and I am so excited to be your HANDS home visitor for Pendleton County. I have worked in healthcare for twenty years, and have always had a passion to work with families and their little ones, and I am honored to be able to do so with the HANDS program. 

I am a mom of four grown children and a MawMaw to four beautiful and amazing grandchildren, two boys and two girls. My family is everything to me and I am excited to work with families to help them grow in their relationships, and learn and achieve goals together.
