A community-based, non-clinical Recovery Community Center (RCC) designed to provide a safe, stigma-free space for individuals in all stages of recovery.
Who we are
Sweet Owen Hub offers supportive, recovery-focused services for individuals and families impacted by substance use. We provide a welcoming, stigma-free space for connection, education, and access to community resources. Our services are voluntary, accessible, and centered on dignity, choice, and respect.

Mobile outreach
The Mobile Harm Reduction Unit is an extension of the in-house Syringe
Exchange Program. It is a mobile public health harm reduction practice aimed at
reducing the spread of infectious diseases such as HIV, hepatitis A, and hepatitis C.
The Mobile Harm Reduction Unit location and hours vary. The unit travels to
various locations depending on the greatest need. Please contact the Sweet Owen Hub or the Carroll County Health Center for additional information.
