Board of Health
What is a board of health?
A board of health (BOH) is a statutorily mandated entity established to formulate and govern public health policy. Here at Three Rivers, we have five boards, one local BOH in each county, and one district BOH. The functions and roles of each board are divided into two categories, governing and non-governing.
A governing board is one that oversees and ensures the health department provides services that meet the needs of the community it serves. A non-governing board is responsible for the public health tax, the maintenance and upkeep of the agency building, and nominating members to serve on the governing board.

Board of Health Training Requirements
Board of Health Training Requirements are outlined by the legislature in KAR 902 § 8:150. The regulation requires that all Board of Health members receive training on the subjects outlined below. Training can be written or oral but includes the following topics.
- Statutory responsibilities and function of the cabinet, agency, and the board;
- Board laws, regulations, and local ordinances;
- Board members' responsibilities and functions;
- Agency services sites and the services provided at these sites;
- Agency staff by discipline or profession;
- Review of agency medical and environmental services, budget, and annual report;
- Board minutes for the last calendar year; and
- Tour of the agency's main facility or, if feasible, a tour of satellite or remote site.
